Perhaps it is the right moment to question how the Web will enable innovations that involve the use of culture and creativity in order to bootstrap a change in society. Two key elements should be considered: first, the knowledge about the artefact, not just its technical possibilities, but also the conceptual ones; second, we need to take into consideration the local context.

A technology is not something we just put there in order to make a change. We need to contextualize it and understand conceptually how it makes a difference (Bateson rightly defined information as
“a difference which makes a difference.“). As technologies become more widely disseminated, globalization needs to be interpreted as a process whereby imported ideas, concepts and artefacts are indigenized or tropicalized. Solutions should impact locally. The Web of the future should enable more collaborative ideas and projects around global contextualized and indigenized initiatives. Through this tropicalization of platforms there is a benefit to work with technologies that enable real appropriation, re-utilization and cost-effectiveness.

José-Carlos Mariategui, born in 1975 in Lima, Peru, is a scientist and media theorist/ researcher based between Lima and London. He is the founder of Alta Tecnología Andina – ATA and Escuelab, an advanced research and education space for creativity, technology and social innovation in Latin America. Currently a PhD candidate of Information Systems at the London School of Economics and Political Science (LSE).

Man sollte sich vielleicht gerade jetzt die Frage stellen, auf welche Weise das Web kulturelle und kreative Innovationen fördern wird, um gesellschaftliche Veränderungen auszulösen. Dabei müssen zwei
Schlüsselelemente berücksichtigt werden: Erstens sollten nicht nur die technischen Möglichkeiten des Artefakts klar sein, sondern auch die konzeptionellen; zweitens ist der lokale Kontext einzubeziehen. Eine Technologie dient nicht einfach nur dazu, etwas zu verändern. Wir müssen sie in einen Kontext setzen und konzeptionell verstehen, wie die Veränderung zustande kommt (Bateson definiert Information ganz richtig als „den Unterschied, der die Veränderung bewirkt“). Mit zunehmender Verbreitung von Technologien muss die Globalisierung als ein Prozess interpretiert werden, bei dem
importierte Ideen, Konzepte und Artefakte „indigenisiert“ oder „tropikalisiert“ werden. Lösungen sollten lokal wirken.
Es wäre wünschenswert, dass das Web der Zukunft mehr kollaborative Ideen und Projekte rund um globale kontextualisierte und indigenisierte Initiativen ermöglicht. Die „Tropikalisierung“ von Plattformen wirkt sich positiv auf die Arbeit mit Technologien aus, die eine reale Geldmittelverwendung, Wiederverwertung und Kostenwirksamkeit zulassen.

José-Carlos Mariategui, geboren 1975 in Lima, Peru, lebt als Wissenschaftler und Medien-Theoretiker/Forscher in Lima und London. Er ist Begründer von Alta Tecnologia Andina – ATA und Escuelab,
einem Programm für Forschung und Bildung im Bereich Kreativität, Technologie und soziale Innovation in Lateinamerika. Derzeit Dissertation am Institut für Informationssysteme an der London School of Economics and Political Science(LSE).
